“IT’S DAM IMPORTANT”


Our Community’s Roamingwood Lake Dam is a private dam owned and maintained by the Hideout POA in Wayne County. The original developer of the Hideout Community, following construction methods approved by the various government agencies overseeing dam construction, constructed it. It provides flood protection for down stream communities and is within the Lake Wallenpaupack Watershed Management District, a multi-municipal organization. However the POA receives no government financial support. The POA has it inspected every year by a Professional Engineering Company, certified to perform dam inspections, and it has been found to be sound and safe.

The Problem is the POA has now been informed by the dam safety division of the Department of Environmental Safety; the dam is not up to their new code to withstand the maximum rainfall possible in the area without overtopping, is in damage of breaking if it over tops and is considered “high hazard,” meaning because of its size and location, it creates a high potential down stream for property damage or loss of life if it breaks. The Hideout POA has been fully cooperating with the Pennsylvania Department of Environmental Protection to develop a plan to address the issue by providing “Overtopping Protection.” Preliminary cost estimates are currently at $2.5 million. Regardless of how sound the finances are of a Planned Community or how diligent the Community has been maintaining a Capital Reserve Fund; an unexpected financial burden of this magnitude is a challenge to say the least.

What we can do to help! Support the passage of PENNSYLVANIA HOUSE BILL No. 1355.
This bill does not provide a government handout or grant; it provides for low interest loans to be paid back over a twenty year period by the owners of privately owned dams.
Without help from the state, Planned Communities like ours are faced with a financial burden that results in large association assessments, a negative impact of individual owner’s property values and could even affect the existence of an individual Planned Community.

I have created a packet of letters to five key State officials (Governor Edward G. Rendell, Hideout State Representative Edward Staback (D), Hideout State Senator Lisa Baker, State Representatives Camille George Majority Chairman and Scott Hutchinson Minority Chairman of the “Committee on Environmental Resources and Energy).

Please pick up a packet (at the POA Administration Building) sign and complete your address information on EACH of the 5 letters and drop them off at the POA.
Our goal is to hand deliver packages of hopefully a thousand or more letters to each official this summer. Thanks for Your help!

I am a property owner in the Hideout, a community consisting of forty one hundred property owners and I need your help!  One of the major community assets that have attracted our members to Northeast PA is Roamingwood Lake.  The lake was created by the construction of a private earthen dam, which is owned and maintained with no government financial support  by the Hideout POA in Wayne County.  The original developer of our Planned Community, following construction methods approved by the various government agencies overseeing dam construction, constructed it.  It provides floor protection for down stream communities and is within the Lake Wallenpaupack Watershed Management district, a multi-
Municipal organization.  It is inspected every year by a Professional Engineering Company, certified to perform dam inspections, and has been found to be sound and safe.  However, based on a new code structure revisions for the maximum rainfall statistics, adopted the Department of Environmental Safety, our dam is in danger of breaking if it over tops. It is now considered “high hazard”, meaning because of its size and location a high potential exists for down stream property damage or loss of life if it breaks.  The Hideout, working with the Pennsylvania Department of Environmental Protection, has developed a plan to address the issue by providing “Overtopping Protection”.  Preliminary cost estimates are currently at $2.5 to $3 million.

A large number of our residents are retirees and young families.  Regardless of how sound the finacnes are of our Community, an unexpected financial burden of this magnitude is smothering!
