Public Works Committee Draft Minutes of Meeting - 4/27/11 PRESENT: M.Krakow (Chair), G.Marcus (Secretary), M.Singer (Imm. Past Chair), S.Spira (Imm. Past Secretary), J.Vikara, J.Ostro, C. Ostro, M.Patti, A.Weinberg, B.Brenner (Board Member/Liaison.), P.Pogozelski (Facilities Manger), John Gigliotti (Environmental Asset Mgr.). EXCUSED: A.Commisa, S.Danels, R.Graf. M.Frable. The meeting was called to order at 9:31 a.m. by Chairman, Michael Krakow and the Pledge of Allegiance was recited. Kevin Clancy, RS&W Board V.P. and Public Works Committee Liaison declined an invitation to attend this meeting to deliver a project update. RS&W has suggested that committee members, along with the public at large, attend their public meetings and board meetings. With this in mind, the committee elected Joel Ostrow to be our representative at RS&W meetings. The next meetings are scheduled for 5/14 and 5/21, both at 9:00 a.m. at the RS&W building. Old Business Environmental Assets Manager, John Gigliotti • John was introduced as the new Environmental Assets Manager. • Spraying for gypsy moths will commence as soon as the weather and the foliage growth is suitable - probably mid-May to early June. Ample notification will be given. • Princeton Hydro continues to monitor our lakes. • Different species of fish have been ordered to stock the lakes both for environmental and recreational purposes. • Installation of the islands in the lake is complete. • Ongoing cost comparison is in progress with 33 electric companies to try to bring down the electric rates for Hideout facilities. • Windpower will be investigated. The new type of generator at Marywood University was mentioned. Board Member/Liaison, Bill Brenner • The new Catch and Release program explained: The lakes will shortly be stocked with 1) a type of fish bred specifically for the purpose of eating the environmentally damaging weeds, and must remain in the lake, 2) the regular species for recreational purposes. The Sterile Carp weed eaters (1) will grow to be very large. Until that happens, it might be difficult to distinguish between them and game fish. Therefore, the Board has pased a “Catch and Release” regulation: All fish caught must immediately be returned to the lake. The fine for keeping any fish will be $125.00 per fish. All PA licensing regulations still apply. • “Committee Refresh” was discussed. The Public Works Committee is not a Board-appointed committee, therefore this action does not directly affect our membership. However, a membership review is in progress and a new Mission Statement will be formulated and submitted to the Board. Facilities Manager, Paul Pogozelski • The Ski Hill made a profit during the past winter. All snow removal costs fell within the budget for the year. • Maintenance is preparing for the Memorial Day weekend and is in the process of opening all facilities. No outstanding problems exist. Docks should be installed by end of the first week in May. • ISC – the new section for children is now open. • Main Gate- new software has been purchased and installed; it is being “tweaked” to solve the problem of both gates opening simultaneously. • The Northgate signs are at the printer. • Hole #1 renovation plans await approval of the PADEP. • Dam work to be completed by week ending 5/6. Marina parking lot to be repaired due to damage done by dam work vehicles. The land next to the dam (former boat storage area) as well as Holiday and Getaway Parks will be re-evaluated for additional and varied usage. • The Reflection Park fence was damaged by an automobile and repair awaits the insurance adjustment. • All culvert pipes have been replaced. • Road paving bids have been received and work should begin before Memorial Day. • The Stock Farm entrance road is to be paved in early June and the gate should be installed and functional before July 4th. • 75% of the issues raised by the PWC observational surveys have been taken care of. New Business • An anti-smoking proposal was submitted by Michael Krakow for review by the members. • Mike Patti volunteered to investigate the repairing of potholes on Avoy Road. He will contact the town and PennDOT. The meeting was adjourned at 11:45 a.m. Next meeting: Wednesday, May 18, 2011, 9:30 a.m., at the POA.
